Local governments have a significant impact on what opportunities and resources are available for young children and families. Because of their proximity to residents, city and county leaders are well-positioned to understand and respond to families’ needs and wants. Cities and counties can also serve as laboratories of innovation where new policies and programs can be piloted. State and local leaders can work together to create solutions that are informed by local pilots and reflect lessons learned, and can be scaled at the state level.
