PDG B-5 Planning and Renewal Grants are being used by states across a wide range of content areas in the early childhood care and education system, and in a variety of ways. The federal funding provides a systems framework and seeks to offer flexibility within that framework. States are using the federal funding to build capacity, create infrastructure, provide direct services, and pilot work that is new for them. This work is occurring within a broad framework provided by the federal government. This brief explores the choices that PDG B-5 grantees plan for the use of the financing provided, which has impact on the overall ECCE systems that they are building and implementing. Within PDG B-5, states had to demonstrate how they would allocate the financial resources available across required and discretionary activity categories. We can learn about their priorities from a look at the choices that they made.

Texas Early Childhood Coalitions Focus Groups Summary

The Texas Early Childhood Interagency Work Group is committed to centering the voices of families and communities impacted by local community, state, tribal, and federal policies and practices. The group asked BUILD Initiative to organize focus groups to learn about the early childhood coalitions’ experiences in meeting the goals of young children, families, and communities; services and practices that work or do not work well for families and populations the coalitions serve; and how the state could enhance its relationship with and responsiveness to early childhood coalitions.

Thriving Families Safer Children (TFCS) Family Voice Summary

The Children’s Bureau, the Centers for Disease Control and Prevention, Casey Family Programs, the Annie E. Casey Foundation, and Prevent Child Abuse America have joined with parents, youth, and community organizations in their new initiative, Thriving Families, Safer Children: A National Commitment to Well-Being. The goal of the Thriving Families, Safer Children (TFSC) partnership, which spans the public, private, and philanthropic sectors, is to assist jurisdictions in creating a more just and equitable child and family well-being system that benefits all children and families and breaks harmful intergenerational cycles of trauma and poverty. Minnesota was selected in January 2021 as one of the jurisdictions to receive technical assistance through this initiative.

Workforce Compensation

That reality comes through in the PDG B-5 grant applications; many states demonstrate a keen focus on supporting workforce compensation. This brief explores and synthesizes the strategies to increase compensation that states proposed in their PDG B-5 grant applications.

Supporting Multilingual Learners

As the number of young multilingual learners— children who speak language(s) other than English—increases throughout the country, the focus on supporting language development, rooted in diverse cultural, linguistic, and developmentally appropriate practices, becomes a critical component of the early childhood care and education (ECCE) system.

Systems Building through Governance Processes

Twenty-one states are drawing on the Preschool Development Birth through Five Renewal Grant (PDG B-5 Renewal) to advance their early childhood care and education (ECCE) systems. These states are undertaking a rich and broad variety of work with this infusion of resources. The BUILD Initiative, ZERO TO THREE, and Start Early, all of whom are members of the National TA Collaborative to Maximize Federal Early Childhood Investments, collaborated on these briefs to share critical early childhood issues that states and their partners are addressing by using the information available in the PDG B-5 Renewal applications. These grants not only provide immediate benefits and long-term systems implications for the states and their communities; they also shed light on the state of the field, which we attempt to outline through this set of briefs.
