These resources are from the kick-off webinar of the Child Welfare and Early Childhood: Cross-Systems Collaboration to Improve Outcomes for Young Children and Their Families series. The “Kick-off” or initial webinar in the series, provides a rationale, and demonstrates the need for alignment of early childhood and child welfare systems. Given that approximately 40% of all children entering foster care are ages 5 and under, addressing the needs of these children and their families is necessary if child welfare systems are going to move toward achieving better outcomes for children and families.

The brief provides an overview important context and core concepts foundational for this work, including a description of emergent bilinguals in the United States, a strength-based approaches to bilingualism, a historical account of bilingual education, and a description of how DLI education is part of a broader, equitable child serving system.
