New York’s First 1,000 Days Initiative

During 2017, New York State Medicaid brought together a cross-section of over 200 stakeholders from education, child development, child welfare, pediatrics, and mental health to develop recommendations for how Medicaid could improve outcomes for the youngest New Yorkers, aged zero to three years, nearly sixty percent of whom are covered by Medicaid. This report describes the initiative and the 10 recommendations developed by the workgroup, all evidence-based, family-focused, cross- sectoral, and informed by child development.

This resource is a slide deck from the webinar, Improving Birth Outcomes: Strengthening Awareness of and Support for State and Community Doula Networks. Doula care is method for improving birth outcomes and reducing rates of maternal morbidity and mortality among birthing people of color. However, in many states doula care is not routinely covered by health insurance and doulas aren’t seen as instrumental members of the birthing team. Thus, intentional collective efforts should be made to recognize, promote and compensate doulas for their role in achieving equitable outcomes. In addition, making doula care sustainable is an important step in ensuring that birthing people with the highest prevalence of adverse birth outcomes have the support they need before, during, and after pregnancy.

Zero to Three: A Community Framework for Early Childhood Collaboration Developed by the Model Convening Project

The Community Framework for Early Childhood Collaboration, developed by the Model Convening Project provides an example of communities working together with multiple home visiting partners. This site also offers a series of guides and briefs (such as Public Policy Advocacy for Early Childhood and Advancing Racial Equity in Early Childhood Systems), that can be used to deepen trust, engagement, and synergy between and among all partners in a community working to support young children and families. The Story Bank also highlights detailed accounts from communities on implementing various aspects of the framework, including families’ perspectives on early childhood collaboration.

This brief highlights the importance of IECMH for families in child welfare. It covers key components of the IECMH continuum of care and the importance of integrating ZERO TO THREE’s IECMH Guiding Principles and Best Practices for family support and reunification. Additionally, it suggests policy strategies for states to enhance collaboration between IECMH, child welfare, and other early childhood systems.

Dear Child Welfare Colleague Letter from ACF

The Children's Bureau (CB) within the Administration for Children and Families (ACF) is committed to fostering a child welfare system that is focused on supporting families. The Family First Prevention Services Act (FFPSA) and its title IV-E prevention program provides a watershed opportunity to create more equitable outcomes for children, youth, and families before they face the tumult and devastating consequences of maltreatment and separation. The ACF has worked diligently to support jurisdictions as they develop, submit, revise, and implement prevention plans, and we are continuously examining how to streamline processes and improve supports. This letter includes resources to aid jurisdictions as they develop their plans, including links to prevention plans that have been approved, sample program plans, resources for tribes, and responses to policy questions.
